The White Creek Wind Project is a 205 MW wind energy generating project located in Klickitat County, Washington, 21 miles due east of Goldendale, Washington and approximately 4 miles northwest of Roosevelt, Washington. The Project was initiated by four sponsoring public utilities: Lakeview Light & Power, Tanner Electric Cooperative, Public Utility District No. 1 of Klickitat County, Washington and Public Utility District No. 1 of Cowlitz County, Washington.

The purpose of the Project is to provide renewable energy to the customers of Lakeview, Tanner, Klickitat PUD and Cowlitz PUD and others in the region. The Project will be capable of providing electricity to over 38,000 Northwest homes.

The Project is owned by White Creek Wind I, LLC, a pass-through entity arranged by Meridian Investments, Inc. At completion of construction, affiliates of Prudential Capital Group and Lehman Brothers will become the owners of White Creek Wind I's parent company, providing equity capital for the Project and receiving allocations of the Federal production tax credits available to renewable wind projects. HSH Nordbank AG, New York Branch is providing construction financing for the Project. The four sponsoring utilities have long-term power purchase agreements with White Creek Wind I and hold an option to repurchase the Project after ten years.

The Project will include 89 Siemens 2.3 MW Mk II Model 2300 wind turbine generators purchased from Siemens Power Generation, Inc. The wind turbine generators feature 93 meter diameter rotors, set atop 80 meter towers. The towers and generators will be arrayed in 12 "strings" or rows on the Project site. The Project site comprises approximately 9,500 acres and is leased from five separate landowners pursuant to long term leases. The land leased is farm land, used for grassland cover or wheat cultivation, and will remain in farm production, largely unaffected by the Project. The Project will occupy 64 acres and 86 additional acres will be temporarily affected by the construction.

The Project has obtained all local and state permits which are required. The principal permits are the Conditional Use Permit issued by the Klickitat County Board of Adjustment and coverage under U.S. Army Corps of Engineers 404 Nationwide Permits Nos. 12 and 14. The Project is subject to certain environmental laws and regulations, including Klickitat County Zoning Ordinance; Klickitat County Critical Areas Ordinance; Ch. 43.21C RCW; 33 U.S. § 1344, 1341. The Project has been designed to comply with all relevant environmental standards.

Construction of the Project is well underway and is scheduled to conclude by year-end 2007.
