Public Utility District No. 1 of Klickitat County, Washington ("Klickitat PUD"), Public Utility District No. 1 of Cowlitz County, Washington ("Cowlitz PUD"), Lakeview Light & Power ("Lakeview") and Tanner Electric Cooperative ("Tanner") sponsored the Project initially.

To provide renewable energy to the sponsoring utilities' customers and the region. The Project will provide electricity for over 38,000 homes.

How is the Project financed?
A.
As part of a series of transactions that closed on December 29, 2006, the White Creek wind project was sold to White Creek Wind I, LLC, a pass-through entity arranged by Meridian Investments, Inc. At completion of construction, affiliates of Prudential Capital Group and Lehman Brothers will become the owners of White Creek Wind I's parent company, providing equity capital for the Project and receiving allocations of the Federal production tax credits available to renewable wind projects. HSH Nordbank AG, New York Branch is providing construction financing for the Project. The four sponsoring utilities have long-term power purchase agreements with White Creek Wind I and hold an option to repurchase the Project after ten years.

What are the advantages of the Project to the Roosevelt community?

The Project will provide electricity to Roosevelt community residents and employment to the area as a result of the construction and operation of the Project. Certain County roads will also be improved at the Project's cost.

Are there any environmental issues with the Project?
A.
The Project produces clean, renewable energy that reduces the need for gas and coal fired generation. The Project received strong support during the permitting process. All permits have been obtained for the Project and the Project is committed to maintaining a high degree of care for the environment.

How does the Project relate to Washington State Initiative 937?
A.
Washington voters passed State Initiative 937 in November 2006, which calls for utilities with 25,000 customers to begin meeting a renewable portfolio standard beginning in 2012. The new law mandates that utilities utilize non-hydro renewable energy sources (like wind power) for at least three percent of their power resources in 2012, nine percent in 2016 and 15 percent by 2020. Cowlitz PUD is the only White Creek power purchaser with over 25,000 customers. Based on its share of this new wind resource, Cowlitz is already in position to meet the new state requirement in 2012 and most of the 2016 mandate. The nameplate capacity of the Project is 205 MW. The Project will provide enough electricity for over 38,000 homes.

Will there be any impacts from construction of the Project on the local community?

Turbines, towers and blades will need to be trucked to the Project site. All reasonable efforts will be made to minimize any traffic impacts. The Project is also paying to upgrade County roads impacted by the Project, which will provide a benefit to the community beyond the life of the construction.

Who is building the Project?

Siemens Power Generation, Inc. and RES America Construction, Inc. are building the Project and Performance Operations & Maintenance Inc. and Summit Power Wind, LLC are providing certain management services on behalf of White Creek Wind I.
